Fulton Safety committee report: April, 2014

The committee has received several traffic-related complaints regarding specific areas of the neighborhood, including 48th & Chowen. The design and situation of this four-way stop intersection by Pershing Park – plus the failure of some drivers to obey traffic laws – can make it difficult for pedestrians to cross safely and for motorists to proceed safely. The area is heavily used by pedestrians and vehicles going to and from the park, Southwest High School, and the 50th & France business district.
A number of possible options were identified to deal with these problems, including:
- Focus traffic enforcement in the area from 3 p.m. (when the high school adjourns) through the end of the evening rush hour (roughly 6:30 p.m.). 5th Precinct CPS Jennifer Waisanen has offered to help arrange that. In coordination with the increased enforcement, ask the City to park a radar speed wagon in the area.
- Ask the City to study the intersection and identify potential engineering or design improvements for the area. Suggestions included portable Stop signs in the street, flags or flashing lights on Stop signs, additonal cautionary signage, and painted crosswalks.
- Gain the support of neighbors and park and high school staff to help educate residents, students, and visitors about traffic safety in the area.
Immediate steps include following up on plans for increased traffic enforcement; gaining the support of neighbors (perhaps by a petition) along Chowen Ave from 47th St to 49th St and along 48th St from Zenith Ave to France Ave; and then contacting the Ward 13 office to find out what would trigger City study and action in the area.
Fulton neighborhood crime reports
March 14 At about 7 a.m., three male suspects robbed the Subway store at 3621 West 50th St (50th & Drew) at gunpoint. The suspects pushed their way in when the manager arrived to open the door, demanded that he open both the cash register and safe, and escaped with approximately $2,100. At least two of the suspects were carrying revolvers.
March 14 At about 1 p.m., police at an address on the 4700 block of Beard cited a 17-year-old female for possession of a small amount of marijuana and possession of drug paraphernalia.
March 25 At about 3:30 p.m., police stopped five juvenile males at 49th & Chowen who had been involved in a public brawl. An officer used student i.d.’s to identify the suspects. Two 15-year-old males were cited for disorderly conduct. Two 15-year-old males and a 16-year-old male were cited for disorderly conduct and fleeing police on foot.
April 1 Between 5:30 p.m. and 5 a.m., unknown suspect(s) entered the underground parking garage at Fulton Lofts, 4954 Xerxes Ave, and broke into vehicles. At least two victims were listed in the report.
April 4 At about 9:55 p.m., police responded to a report of a person putting a graffiti tag on a phone box at 54th & Penn. Officers found the suspect down the block in possession of a black marker. The suspect had black ink on his hands. The suspect admitted to putting up the graffiti: the tag KWIZ with an arrow. The reporting person refused to come back to the scene to make a citizen’s arrest or to provide further information. 23-year old Christopher David Kercheval of 5541 36th Ave South was cited for graffiti damage to property. Kercehval has a prior conviction in St Louis County for underage consumption of liquor.
