Sewer Rehabilitation Project Proposed in Fulton

Representatives of the Metropolitan Council will be at the FNA meeting on June 12 to present information and gather feedback about a proposed sewer rehabilitation project in Fulton neighborhood in 2014.

The FNA meeting will be held on Wed., June 12 at 7 p.m. at Pershing Park.

Message from MSP FairSkies Coalition

Hi all:

It has been a few months since we got the MAC to vote for partial implementation of the RNAV technology. Since this vote, many of us have been busy behind the scenes setting up a new community group and website to organize for the long term. This group, called MSP FairSkies Coalition, is comprised of neighbors from the area looking to better understand the issues facing us and while continuing to put pressure on those officials who can impact change.

The website is a good resource for our campaign, including a great refresher video on the issues, compiled by one of our dedicated residents who spent hundreds of hours analyzing the issues from all angles.

The FAA and MAC have been busy too, voting to expand the airport terminals to accommodate higher capacity and working to establish a communications/PR plan to convince us that the RNAV implementation is good for our neighborhoods.

So, it is time to get all of you involved again.

We have compiled an announcement email that is designed to go to all the key representatives from Federal, state, and local offices. The goal of this announcement is to get the word out that we are all still here and we want a long a long term solution to this airport situation, not a short term Band-Aid. Every time someone signs the announcement, the representatives get an email. Our goal is to flood the in-boxes, just as we did for the November vote.

FNA Meeting on 4/10

Representatives of the Turn on the Lights Committee from Southwest High School will again attend the FNA meeting on April 10 to answer any additional questions regarding the proposed lights project at Southwest stadium. They will report back on further investigation into security outside the stadium, parking issues and vandalism. Crime Prevention Specialist Amy Lavender of the Minneapolis Police Department will also be present to address questions and concerns.

The meeting will be held at 7 p.m at Pershing Park on Wed., April 10.

Turn on the Lights Project Q & A

Southwest High School is pursuing the addition of permanent lights and other possible upgrades to the Southwest Stadium.  School and project representatives will be attending the FNA meeting on March 13 for an informal question and answer session.  The meeting begins at 7 p.m. at Pershing Park.

MSP FairSkies Coalition

A group of residents from neighborhoods affected by proposed flight path changes at MSP Airports has formed and is called MSP FairSkies Coalition.  Fulton neighborhood has two representatives on the coaltion.  This group will help keep neighborhoods engaged and informed on airport related issues. They will also be considering how the MSP Airport 2020 Expansion Plan could affect residents in the near future and will request that a proper environmental impact study is done.

Reminder: Community Vote to be Taken on Feb. 13 for Farmers Market Support

Council Members Hodges and Quincy Attend FNA Meeting

Council Members Hodges (Ward 13) and Quincy (Ward 11) provided an overview and update on the proposed changes to flight paths at MSP airport at the 1/9/2013 FNA meeting.  The FAA wants to change the rules by which planes take-off.  They would like to implement Performance Based Navigation (PBN) and developed Radar Navigation (RNAV) paths that concentrate flight take-offs into narrow paths.  The City felt that there was not sufficient community engagement or environmental study on this issue and asked the FAA to slow down the process.  In an unprecedented move, the Metropolitan Airports Commission (MAC) supported the City in its request and approved a partial implementation of the proposed routes over the southern metro area, but not for those routes going over south and southwest Minneapolis.  Many thanks go out to MAC Chair Dan Boivin, Governor Dayton, Senators Franken and Klobuchar, State Senator Dibble and State Representative Hornstein (Chairs of Senate and House Transportation Committees, respectively.)  The City of Minneapolis does not have a voice in these decisions.

It is possible that the proposal may still be implemented, but the City would like input on what the routes will look like.  It also wants more community engagement and environmental study.  The results may show that RNAV isn’t right for Minneapolis- the flight tracks are not following Compatible Land Use criteria.  The City is not interested in adding noise to areas that did not have if before, nor are they interested in focusing noise in fewer areas.  The impact of the noise should be a shared burden with fair and equitable distribution.

Council Member Quincy recommends that residents and neighborhoods stay informed and involved.  The City can be an organizer, but it is our Federal Representatives who have direct impact with the FAA.  An advisory group of many southwest neighborhoods, Southwest Airport Advocacy Team (SWAAT), is in the process of forming.  This group can provide a cohesive voice and provide feedback to our representatives.  They will keep tabs on current actions and provide information back to neighborhoods.  The FAA is expected to have some sort of response at the next Noise Oversight Committee (NOC) meeting on 1/16.  The City will support giving consideration to state-wide transportation issues and developing the use of smaller, regional airports (Rochester, St. Cloud, etc).
