Below is an exerpt from a letter that will be hand delievered to all properties affected by the project
The City of Minneapolis Public Works Department – Surface Water and Sewers Division is implementing a large-scale manhole rehabilitation project within the Pershing and Fulton Neighborhoods in southwest
Minneapolis. The City and its contractor, Hiperline, will be lining approximately 70 manholes where is
necessary to prevent failure and extend the useful life of these assets.Hiperline has informed us that their crew will begin their work late next week and is expected to work
until December, depending on weather conditions. Our contractor expects to resume work in the Spring
once weather permits to complete any remaining structures. For your reference, we’ve attached a map
of the project area showing the manholes being rehabilitated. When Hiperline is at an individual manhole, there will be noise and minor traffic disruptions associated
with this work. “No Parking” signs will also be posted within and near the immediate work zone. Our goal is to maintain access to properties as best as we can during this time.
Additional Information:
Rehab of manholes with a multi-layer polymeric liner. They will be working on 70 manholes with an average depth of 12’. The manholes in Fulton that were recently repaired are NOT getting this lining right now- they will get it probably later next year. This is a process where they are spraying an applied lining to the manhole as a preventative measure. Our sewer system is old and aging quickly.
Work will likely begin 10/19 and will wrap up on 12/8 for the winter; work will resume in the spring and be completed by May 31, 2024. Specific streets that we know of so far:
- Ewing Avenue: October 23rd – 26th
- Drew Avenue: October 25th – 31st
The actual notice that they are going to begin work on your block will be a no parking sign placed 48 hours ahead of time.
Staging and actual work
The contractor will go one block at a time. They will work west to east, alternating north to south. They’ll start in the 4700 block of Ewing and work south. Then they will go around the corner to the 5300 block of Drew and work back north, then south again on Chowen, etc. They will complete work on every structure on a block (1-4 manholes) before moving on. They can get 1-2 structures done per day, so this means they will be on most blocks 1-2 days. There is no materials storage- their materials are self-contained and they take them with them from location to location. This process should not be as noisy as the manhole repair because there is no digging. There will be a generator and equipment moving around and applying the spray liner.
Timing of work
Work will be 7 am-4 pm, M-F; they are allowed to go to 6 p.m. per City ordinance. They’ll need an after hours permit for after 6 p.m. or weekends.
