FNA Invests in Affordable Housing

In November, the Fulton Neighborhood Association voted to commit $25,000 to Project for Pride in Living (PPL)  for building a 110-unit affordable housing at 3030 Nicollet. The full motion is below:

Fulton Neighborhood Association will commit $25,000 of uncontracted NRP housing dollars to the PPL NicLake LLC for the 110-unit housing at 3030 Nicollet and to take all necessary actions to make this financial commitment happen and assure these funds are available. The conditions of this agreement are as follows: a minimum of $100K and a maximum of $500,000 must be collectively committed by neighborhoods by June 1, 2024, ground broken by End of Year 2024, and the project be completed by a date to be agreed upon by all parties, likely December 31st,2026.

The City Council’s recent declaration of unsheltered homelessness as a public health emergency makes it even clearer how acute the need is for affordable housing. We also believe that this funding strategy supports our mission by contributing to the fabric of a stronger community: Fulton Neighborhood Association fosters community connections, supports learning and growth, encourages city engagement, and contributes to the fabric of a stronger community

We are proud to partner with PPL to make this affordable housing plan a reality. Here is an overview of the project, named Opportunity Crossing.

Opportunity Crossing at 3030 Nicollet will be a 6-story mixed-use building with 110 units over first-floor commercial spaces at a premier transit-oriented development near Lake and Nicollet in Minneapolis. This project will provide housing for large families with 85 of the 110 units having two-, three- or four-bedrooms, representing 77% of the units. As part of the housing development, there will be a large community room that can be used for community events and educational training and an outdoor plaza with a playground.  

The commercial space will include a rebuilt Wells Fargo branch bank, and four commercial condominiums that will be sold to local BIPOC entrepreneurs.  The businesses include Afro Deli; Dominic’s Tax Service; Novadades Krystal, a quinceanera dress shop, and The HUB by Makee Company which is a business incubator.   These condos will be sold at affordable price and offer the entrepreneurs a chance to build wealth by owning their own space.  

The building includes many sustainability features including a geothermal system connected to in-unit heat pumps and a rainwater harvesting system.  It will be certified by Enterprise Green Communities and SB2030.  The Wells Fargo space will also be LEED certified.
